If you raise corporate taxes 9.5% in Illinois to close an $8 billion dollar budget gap, which increased tax receipts by $300 million, but then had to give out $230 million ($500 million over 2 years) to corporations in tax breaks just to keep them in the state, what's Governor Pat Quinn's next trick going to cost?
